You may notice that users are not being processed on Stage 2 and it may appear that each user is stuck in queued status for the command CollectItemsForArchive.
The EV Collector module is responsible for the execution of the command CollectItemsForArchive. In this case, check the EV Source Environment and verify that the EV Collector module is running properly.
Restarting the Enterprise Vault services or Archive Shuttle EV Collector module may resolve this issue.
